Landscape Contractor License Application Process in North Carolina

Step-by-step instructions for completing and submitting your NC landscape contractor license application to the NCLCRB.

Applying for a North Carolina landscape contractor license requires careful preparation. The NC Landscape Contractors' Registration Board (NCLCRB) reviews each application to confirm that candidates meet the eligibility standards established under Chapter 89D. A complete, well-documented application moves through the process faster and reduces the risk of delays.

Before You Apply

Before you spend time and money on the application, confirm that you meet the NCLCRB's eligibility requirements. Review the NC Landscape Contractor License Requirements page to check your experience, education, and insurance status. Gather your employment history and any relevant educational records so you know what documentation you will need to compile.

Also confirm that your general liability insurance policy meets the board's minimum coverage requirements. If you do not yet have a policy, obtain a quote and bind coverage before submitting your application, since the insurance certificate is a required component.

Obtain the Application

The official NCLCRB application is available through the board's office. Most applicants download the current application form directly from the NCLCRB's website. You may also request that a paper application be mailed to you by contacting the board by phone or in writing. Always use the most current version of the application form; outdated forms may be rejected.

Complete the Application Form

Fill out every section of the application form completely and accurately. Key sections typically include:

  • Personal information: Legal name, mailing address, contact information, and date of birth.
  • Business information: If applying on behalf of a business entity, provide the legal business name, entity type, and NC Secretary of State registration number.
  • Experience history: List all relevant employment, including employer names, addresses, job titles, dates of employment, and a description of duties performed.
  • Education: List any degrees, certificates, or coursework in horticulture, landscape design, or related fields, along with the institution and dates of attendance.
  • Disclosure questions: Answer all background disclosure questions honestly. If you answer "yes" to any disclosure question, provide a full written explanation and any supporting documentation.

Sign and date the application. An unsigned application will not be processed.

Gather Supporting Documents

Along with the completed form, you must include:

  • Proof of experience: Signed letters from former or current employers verifying the dates of employment and nature of the work performed. Self-employed applicants should provide business records, tax documents, or client references as supplemental evidence.
  • Educational transcripts: If you are claiming educational credit, include official transcripts sent directly from the institution or sealed copies.
  • Proof of identity: A copy of a government-issued photo ID such as a driver's license or passport.
  • Certificate of insurance: A current certificate of liability insurance meeting the NCLCRB's minimum coverage requirements, naming the board as specified in the application instructions.

Pay the Application Fee

Include payment of the non-refundable application fee with your submission. The NCLCRB sets the fee amount, which may be adjusted periodically — confirm the current fee on the board's website or by contacting the office. Accepted payment methods typically include a personal check, cashier's check, or money order made payable to the NCLCRB. Do not send cash.

Submit Your Application

Mail your completed application, supporting documents, and fee payment to the NCLCRB's office address, which is listed on the application form and the board's website. If the board offers an online submission portal, you may upload documents and pay electronically according to the portal's instructions. Retain copies of everything you submit, including the front and back of any checks.

After You Submit

The NCLCRB will review your application for completeness and accuracy. Processing times vary depending on the volume of applications the board is handling. Once the review is complete, you will receive written notification — by mail or email — confirming whether your application has been approved, is pending additional information, or has been denied.

If Your Application Is Incomplete

If the board determines that your application is missing information or documentation, you will receive a deficiency notice specifying what is needed. Respond promptly and provide the requested materials. Applications that remain incomplete for an extended period may be closed, requiring you to reapply and pay another application fee.

Scheduling the Exam

Once the NCLCRB approves your application, you will receive instructions for scheduling the written licensing examination. Exam seats are offered at scheduled intervals, so plan ahead and register early. See the NC Landscape Contractor Exam page for full information on exam format, topics, and preparation.
